Town Councillors in Filey say residents are contacting them to report incidents of anti-social behaviour in the town because they cant get through to the police.
North Yorkshire Police say such reports should be made to their 101 line.
But Filey Councillor Karen Hubbard, says residents are telling her that doesn't work.
Councillor Karen Hubbard says she's received a number of reports from local people after they couldn't get answer when calling the police 101 line.
Councillor Marilyn Anthony has called on the police to do more to encourage people to report issues to the force rather than to their councillors.
But Councillor Mike Cockerill thinks the problem isn't that people don't know who they should be reporting incidents to but rather that the official reporting methods aren't working.
North Yorkshire Police said last month that they were adding more call handlers to the force control room. The force has been actively recruiting and training new call handlers for a number of months and the first batch of new call handlers were expected to be working active shifts last month.
