Councillors have voiced their strong support for pursuing significant opportunities presented by the offshore wind industry for Scarborough and Whitby.
At a recent meeting of the Scarborough and Whitby Area Committee, councillors engaged in a detailed discussion, highlighting the potential economic benefits and expressing their commitment to capitalizing on this growing sector.
Councillor Janet Jefferson emphasised the scale of the opportunity, stating that offshore wind has the potential to bring a "world of employment and economy" to both harbours. This sentiment was echoed by other councillors who acknowledged the transformative impact the industry could have on the region.
A central theme of the discussion was the need for collaboration and strategic planning. Councillor Phil Trumper stressed the importance of a holistic approach, ensuring that the benefits of offshore wind are spread across both ports and integrated with existing regeneration initiatives. He highlighted the need to connect the work being done with the maritime hub and existing regeneration projects to avoid overlap and maximize benefits for both Scarborough and Whitby.
Councillors also recognised the importance of expertise in fully understanding and leveraging the opportunities presented by offshore wind. Councillor Neil Swannick raised concerns about the lack of in-house expertise and advocated for increasing the budget for research and consultation. This concern was addressed by proposing a peer review process, potentially involving an organization with specific knowledge of the offshore wind industry, to ensure the accuracy and comprehensiveness of the council's plans.
The economic benefits of offshore wind extend beyond direct employment in the industry. Councillor John Ritchie drew attention to a recent meeting of Scarborough businessmen specifically aimed at exploring how local businesses can benefit from the expansion of offshore wind operations. This proactive approach from the business community highlights the recognized potential for businesses in Scarborough and Whitby to join the supply chain, providing goods and services to the industry.
The council has already taken concrete steps to support the development of the offshore wind industry in the region. A budget of £20,000 was initially allocated for a study on offshore economic opportunities through the Economic, Regeneration, Tourism, and Transport Project Development Fund. However, due to an unsuccessful procurement process, the budget for this specific study was reduced to £14,000 to fund a peer review of work conducted internally. The remaining funds were redirected to support other projects.
Despite the budget reallocation, the council remains committed to supporting the offshore wind industry. Councillor Swannick proposed, and the committee unanimously agreed, to maintain the original £20,000 budget for investigating offshore economic opportunities. This decision ensures sufficient funding is available for any additional research, consultation, or initiatives required to fully explore and capitalize on the opportunities presented by the offshore wind sector.
