Whitby suffered a first home loss of the season as they chalked up a third defeat in six days.
The Blues fell behind early on at the Towbar Express Stadium and struggled to hit back against opponents who themselves had been struggling.
Matty Tymon rounded the keeper before half-time but saw his subsequent effort slid off the Hebburn Town goal-line.
Hebburn then doubled their advantage, late on, with more than a hint of offside.
Donald Chimalilo's penalty miss right at the end summed up an awful day for the Blues, who lost 2-0.
Whitby Town TV spoke to player-boss Gary Liddle after the game:
The Seasiders travel to Lancaster City in the FA Cup First Qualifying Round on Saturday.
