Plans to convert a former salon in Scarborough into a café with flats above it have been opposed by local councillors.
The plan to create two flats at the lower ground and first floor, alongside a café, at 67-69 Castle Road in Scarborough, has received strong opposition from the town council.
At a meeting of Scarborough Town Council’s community and place committee, members said they were concerned about the minimum space standards for the bedrooms.
Councillors also said there was a lack of information in the submitted plans and that the scheme should be “thrown back straight away”.
North Yorkshire Council has not yet decided on the proposal, but officers have also raised concerns with the proposed development.
An environmental health officer said that “the applicant has not provided the level of information within the application required for an informed assessment,” and as such, recommended various additional pre-commencement conditions.
The proposed conditions include a requirement to carry out an environmental noise assessment and the submission of a sound insulation scheme, if it is given the go-ahead.
“The noise assessment must include the impact of transportation noise, street-level activity, and any nearby premises or operations likely to affect ambient noise levels.”
The Highway Authority did not object, but has similarly requested the submission of a mandatory travel plan.
“Neither the café nor the two new flats would have any dedicated vehicle or cycle parking spaces, although it is noted this is the case for many nearby properties and businesses,” the authority said.
“However, the applicant has not provided any justification for not meeting the minimum parking standards for new residential dwellings and on-street parking spaces around the site are limited.”
North Yorkshire Council has not set a date for deciding on the planning application.
