Social care budgets in the East Riding are under pressure with planned savings for this financial year not being met.
Adult Services in the East Riding is forecast to outturn with an overspend of £5.8 million.
The authority said ahead of its meeting last month:
This is a slight reduction of £400,000 compared to the previous forecast and relates to a number of factors; revised forecasts within community wellbeing service and a re-allocation of the Public Health Grant.
A number of risks have the potential to cause the overspend position to change. Further work is required to investigate savings proposals, activity data and backlogs. Volatility in forecasting is also an issue being explored. Mitigations and other cost reductions are being discussed with the service on an on-going basis. These are required if the forecast overspend is to be mitigated. The impact of these cannot be quantified with any certainty at this moment but work continues.

The authority admitted:
£3.9m of the forecast overspend relates to savings built into the budget which are not considered to be fully achievable at this time. This has been partly offset by a higher uplift to the CCG Better Care Fund contribution totalling £500,000.
The 2023-24 budget plan incorporated savings of £6.2m and, at this stage of the year, there are plans in place to achieve £2.3m of those savings.

A supplementary budget of £700,000 is requested in 2023-24 to support urgent and emergency care performance and resilience for residents over the winter period, funded by a specific grant from the Department of Health and Social Care.
