Urgent Calls For Answers Over Closed Scarborough Spa Cliff Lift

Scarborough Town Council is demanding urgent answers and a replacement shuttle bus service after the historic Spa Cliff Lift was closed over safety concerns.

Access to Scarborough's South Bay is severely restricted for elderly and disabled residents following the sudden closure of the historic Spa Cliff Lift.

The Victorian attraction was shut with immediate effect in August after engineers identified critical infrastructure faults. Now, local representatives are demanding an urgent update from North Yorkshire Council regarding timescales for repairs and the implementation of a replacement transport service.

Town Mayor Thomas Murray highlighted the real-world impact of the closure on the community. He said:

"The Scarborough Cliff Lift is a heritage asset for Scarborough. It's massively important for residents, for the elderly and disabled community, to go and visit the spa, but also go down to to the beach and but not just for residents as well, for tourists that come to Scarborough every week, every day and stay on South Bay and want to use our cliff lift to go down to the beach.

We get a lot of elderly, the holidaymakers here, a lot of retirees come to Scarborough because it is such a beautiful place, and that cliff lift has been a vital part of infrastructure."

During a full meeting of Scarborough Town Council, members expressed frustration over the lack of communication from the local authority. Addressing the ongoing delays, Town Mayor Thomas Murray said:

"I’m tired of seeing our heritage deteriorate while residents wait for answers time and time again. Places such as the Spa Cliff Lift are part of our history, our identity and the town, and I want my son to grow up enjoying them.

We’re pressing officers to move swiftly on this issue for clear dates and a replacement bus service if that’s possible. Now the Cliff Lift Report raises serious questions about maintenance and the response to early warnings.

We want a clear commitment to a safe reopening."

Councillors voted in favour of formally writing to North Yorkshire Council to demand immediate action. Outlining the contents of the letter, Town Mayor Thomas Murray said:

"We discussed sending that letter to get time scales to get why it was shut and to demand that a shuttle service is put in place, but a shuttle service that isn't going to take away the need of the cliff lift being repairing.

So, we want a shuttle service alongside clear time scales of repair, and when that cliff lift is going to be working and the shuttle service as soon as possible up until that cliff lift is reopened."

The sudden shutdown is already taking a heavy toll on the workforce. Town Mayor Thomas Murray doesn't think North Yorkshire Council have effectively communicated with the staff or residents about the lift's closure.:

"I think North Yorkshire Council have not communicated any of this effectively to residents. It was closed, and then you have residents and the town council left left waiting. When is it going to be opened? Why has it been closed?

And we've heard from an employee that was incredibly distraught that they were told that the cliff was closed, they are on a  zero hours contract. So they're not getting any money now. They're out of work while it's been closed, and you're going to start to see employees that have been there over two decades start to leave their employment because they need to feed their families at the end of the day, and North Yorkshire Council has not communicated to them when they may get their employment back."

The closure is also causing significant distress for locals with mobility issues. One resident from Esplanade Gardens revealed her partner is awaiting a hip operation and cannot reach the sea without the lift, describing the situation as a disgusting way to treat a 150-year-old enterprise during Scarborough's 400th anniversary year.

A phased reopening of the attraction, which was built in 1875, is now being seriously considered by structural engineers.

Councillor Rich Maw, who sits on both the town and unitary councils, confirmed that safety remains the paramount concern. He said:

"Officers have said they may be able to reopen the lift in a phased way. They’re exploring those options, and obviously it’s paramount that safety has to come first. Officers are telling me that having looked at the report and got to this stage, they are seriously exploring that option. Now, for me, members and the public will know that I have been calling for a shuttle bus."

Further pressure is being applied to establish the exact extent of the required repairs. Councillor David Knowles said:

"I think that we ought to be writing this letter, and we need to understand the minimum works required, whether a phased opening is possible, estimated costs, indicative timescales, accessibility arrangements during the closure, and any longer-term works identified."

Meanwhile, local businesses are eager to reassure visitors that alternative transport is still available. Resident Guy Smith reminded the meeting that Scarborough’s other funicular, the Central Tramway, remains fully open, warning that public debates must be clear to avoid unnecessary confusion that could damage trade.
