Updated Plan for Repair of Scarborough Museum Grade II Listed Steps

North Yorkshire Council has proposed a revised plan to repair and reinstate Scarborough's historic, hazardous Grade II listed Museum Steps.

Hazardous and ‘unsightly’ Grade II listed steps in North Yorkshire are set to be repaired and renovated by the council.

A revised plan to reinstate Scarborough’s historic Museum Steps and the retaining wall has been proposed by North Yorkshire Council.

The steps – which have become become a public hazard and need to be repaired – were well- used, with many requests from residents for their repair and reopening.

The steps up to Cliff Bridge Terrace are Grade II Listed and were constructed around 1830.

They lead from the upper pedestrian area at the entrance to the Cliff Bridge down to Museum Terrace past several businesses towards the Rotunda Museum on Valley Road.

A survey of the steps by Align Property Services in April 2025 found that their overall condition is “very poor, with large gaps between steps – there is visible vertical settlement at the centre point of the steps with some steps showing signs of horizontal displacement and vegetation emerging from gaps in between steps”.

A recent survey report by external conservation engineers recommended the installation of additional beams below the steps bearing onto brackets fixed into the side walls.

“Beams could be supported on brackets and also bear onto the central wall, to maintain load paths but span over in the event of settlement”.

The engineers said that approach would provide a long-term remedial solution that helps retain the existing fabric, causes minimal damage to the stone walls, and would be “relatively straightforward to install”.

At a meeting of Scarborough Town Council’s community and place committee on Wednesday, May 27, members said they supported the NYC’s proposal to remove existing defective stone steps and carefully set aside salvageable flags and risers for reuse.

As part of the plan, new steel beams would be installed to support the steps, bearing onto the existing walls, and new stone steps would be added to match the existing slabs where replacements are required.

The planning authority has not set a date for deciding on the application which is open to representations.
