The Scarborough Borough is going to have to aim to be carbon negative if the country as a whole is to meet it's ambition to be carbon neutral.
That's according to Borough Council leader Steve Siddons.
He says some part of the country will never be able to be carbon neutral while other area's like North Yorkshire can and should go further:
