A project that aims to being a Scandinavian-style Sauna to Scarborough is being revived after suffering planning setbacks.
The team behind a "Hilltop Sauna Project" to be based at Stepney Hill Farm say the project is back with a revised planning application.
Plans for a wellness retreat with saunas and a hot tub in the Scarborough countryside were rejected by North Yorkshire Council last month over the "harmful and unacceptable impact it would have on the countryside", according to the council.
Although no objections were made by locals or the Highway Authority and the plan was supported by the ward councillor, planning officers said the development would have been “unacceptable in terms of the impact on the character of the countryside and the landscape”.
The creation of the natural spa and sauna garden would have consisted of two wood-fired saunas, a wood-fired hot tub, a shower stall and open-fronted changing stalls.

Now the team behind the plan say they have prepared fresh plans to address the concerns.
Applicant, Michael Dunn, says the project would bring:
"an exciting and unique wellness experience to Scarborough’s countryside. Designed to promote relaxation, mental wellbeing, and healthy living, the project will introduce Scandinavian-style sauna and cold-water therapy, helping people reconnect with nature while enjoying the proven benefits of heat and cold exposure.
More than just a sauna, this project is about bringing positive vibes to Scarborough. It aims to support mental health, reduce stress, and encourage a healthier lifestyle in an accessible and affordable way. Whether it's unwinding in a wood-fired sauna, braving a cold-water dip, or joining a guided meditation session, visitors will have a tranquil escape to reset and recharge."
Michael adds:
"The initial planning application was unfortunately rejected, but the team has been working hard to revise the plans to better align with the council’s requirements. The new proposal has been carefully designed to respect and enhance the natural landscape while addressing concerns about the openness of the countryside."
The updated plans include:
- Repositioning structures to blend seamlessly into the surroundings.
- Removing fencing to maintain the natural openness of the area.
- Sustainably sourced timber buildings that complement the landscape.
Located at Stepney Hill Farm, Michael says the the Hilltop Sauna Project will provide
"a low-impact, eco-friendly retreat while supporting rural business diversification in line with North Yorkshire’s planning policies. By offering a nature-based wellbeing experience, the project will boost Scarborough’s health and tourism offerings while supporting the local economy."
The team says that the project has received "positive feedback" from environmental and conservation bodies, and the updated plans "ensure it will enhance the countryside rather than disrupt it".
In keeping with its sustainability goals, the sauna will operate off-grid, using solar power and wood-fired heating to minimise its environmental footprint. A comprehensive parking and noise management plan will also ensure a peaceful and accessible experience for visitors.
The team say they remain committed to working with the local community and councillors to make their vision a reality and say they are optimistic that the revised application will meet the council’s requirements.
