Alison Hume says the government should appoint a new Coastal Communities minister.
Ms Hume says there is cross-party support for the plan and would also like part of North Yorkshire mayor David Skaith's team to be based on the coast.
The Labour minister feels that coastal and rural communities have very different challenges and she wants to use her influence to bring about that new role:
