Some services in Scarborough were cut in November due to a lack of passengers.
The county councils executive member for transport - Don McKenzie - says rural services are facing an especially tough time.
Councillor McKenzie says passenger levels are at around 70% or pre-pandemic levels.
Don McKenzie says the pressures are especially bad for rural services but that the council does have a long term plan.
