The increase in holiday lets and air bed and breakfasts in Scarborough Borough are among problems highlighted in a new report.
Scarborough Borough Council has been looking into issues that can find it difficult for local people to get suitable accommodation.
This has led to council tenants being evicted to make way in some cases.
Councillor Rich Maw says it's what many people already knew was happening.
