East Riding of Yorkshire Council has adopted a new Local Plan Update 2020-2039.
The plan was adopted on Wednesday, 2 April at a meeting of Full Council, after it was found ‘sound’ by an independent planning inspector in December 2024.
The Local Plan Update guides new development across the East Riding and acts as a starting point for determining planning applications in the area.
It covers a range of topics such as meeting housing needs, delivering affordable housing, dealing with environmental impacts, delivering key employment sites, and protecting the natural environment.
The Local Plan Update has undergone several rounds of public consultation and was submitted to the Planning Inspectorate in March 2023.
Katie Child (B.Sc. (Hons) MA MRTPI), an independent planning inspector, was appointed to undertake an Examination in Public. The examination included two rounds of public hearing sessions in October/November 2023 and July 2024, as well as a public consultation on several Proposed Modifications in September and October 2024.
The Inspector published her report on 30 December 2024 and concluded that, subject to a number of modifications, the Plan is sound and capable of adoption by the Council.
Now adopted, the East Riding Local Plan Update replaces the previous East Riding Local Plan (2012-2029) which was adopted in 2016.

The Adoption Statement sets out further details on those documents that have been made available and where they can be viewed, in accordance with The Town and Country Planning (Local Planning) (England) Regulations 2012 (as amended).
Alongside the Local Plan Update, and following agreement from the Cabinet in February 2025, the East Riding Design Code Supplementary Document (SPD) has also been adopted by East Riding of Yorkshire Council on 2 April 2025.
A design code is a set of simple design requirements that provide a specific guide for the development of a site or area, bringing together important planning considerations such as nature, heritage, movement, and health and well-being. The SPD provides further guidance on the application of policies within the East Riding Local Plan Update 2020-2039. The Design Code SPD is now a validation requirement for new planning applications and is an important material consideration in their determination.
The code has been developed over the past three years with a wide variety of stakeholder and community engagement. East Riding of Yorkshire Council have been part of the Ministry of Housing, Communities, and Local Government pathfinder for design coding.
