Firefighters were called to Baxtergate, in the centre of town, just before 3.20am on Sunday.
Crews from Whitby and Robin Hoods Bay responded to reports of smoke inside a residential property.
All occupants were evacuated and a fire was located in the commercial premises below.
Officers used one hose reel jet and two breathing apparatus to extinguish the fire, which started in the store room of the shop, after forced entry was gained.
Firefighters left the premises in the hands of police and the shop was made safe.
The cause of the fire was accidental.
