The Yorkshire Coast has the largest number of second homes in the region, and concerns have been voiced that the trend is undermining the availability of housing for local communities.
This week the county council also say its affecting house prices and the executive backed a plan to double council tax on second homes in the county.
Leader - Carl Les - says radical action is needed:
Analysis has shown the idea could generate 14 million pounds in revenue with half of that coming from the Scarborough Borough.
