The new draft local plan for the borough doesn't include a primary residence scheme after investigations found it wouldn't be viable and could have an adverse impact on affordable housing.
Planning Policy & Conservation Manager Steve Wilson says some members of the planning committee had voiced disappointment.

Instead the report suggests initiatives outside the planning system to address the proliferation of second homes, and Steve Wilson says parish councils might have a role to play.
