Reassurance Over Council Tax for New Scarborough Council

A new town council for Scarborough would get existing funding from the council tax if it chose to run some local services.

The reassurance comes from senior figures at the county council as a consultation on the future of local government in Scarborough closes this week.

Changes taking place next April will see both the Borough Council and County Council abolished.

That will leave parts of Scarborough without a lower tier authority as the town centre is one of just two places in North Yorkshire not to have a parish council.

One solution is to create a new parish or town council for the area, Melanie Carr from the county council says if a new town council was created it could take control of some local services and would get funding to do that.

When the Borough and County Councils disappear next April they will be replaced by a single unitary authority for the whole of North Yorkshire. The idea is for some local services to then be devolved to parish or town councils, neither of which Scarborough currently has.

Creating a new parish council for Scarborough Town centre would take some time, the first elections to a new parish council wouldn't take place until 2024, at that point the new parish council would be able to declare itself a town council and apply to take over the running of some local services.

County Councillor David Chance says the new town council would get funding for those services from the existing council tax pot and it wouldn't necessarily mean residents paying extra council tax.

All parish council can charge a precept, which is a small addition to local council tax bills to fund hyper local services. A new town council would be able to raise extra funds through this method if it wanted to enhance the services it offers.

A consultation  on the proposed creation of a town or parish council for Scarborough ends this Friday. The consultation is also lookign for residents views on some boundary alterations to parts of Eastfield, This is because new housing developments at Middle Deepdale, which neighbour and have strong links to Eastfield, are within the Scarborough unparished area. Residents of both areas are being consulted.

The consultation was due to end in September but has been extended to this Friday (October 14th)
