Local government re-organisation was necessary, that's the message from North Yorkshire Council.
There is disappointment though that past savings have been eaten into by recent government cuts.
North Yorkshire Council's deputy leader is Gareth Dadd:
"Make no mistakes. Local government reorganisation was financially necessary and it's avoided. This council being in the field of up to 74 councils that are seeking exceptional financial support, up and down the country. That coupled with a financial grip that we've displayed over many years has enabled us to overcome the £43 million worth of cuts."
North Yorkshire Council's Executive Member for Culture, Arts and Housing is Simon Myers:
"I think all of us regret the fact that the savings that have been affected by this council and the savings that were made by local government reorganisation and continue to be made and will be made for many years to come, have not resulted in what I know the leader and those who were in favour of local government reorganisation intended, which was that there would not be the need to increase council tax by the max.
"Although we're worried, if not for the cost pressures in various services and the cuts made to our funding by central government, we would be passing a very different sort of budget."
