Local leaders say work needs to continue to lower the infection rate and the number of cases.
When Yorkshire exits the national lockdown on Wednesday, North Yorkshire will be the only part of the region to be in Tier 2 restrictions.
Surrounding counties including the East Riding will all be in the higher Tier 3 category.
While for North Yorkshire Tier 2 will ease the pressure on many businesses, particularly retailers, it still involves a number of restrictions on the hospitality sector.
It also still stops different households mixing indoors.
Richard Flinton is Chair of North Yorkshire's Local Resilience Forum, which co-ordinates the county's response to emergencies, he says the county needs to do everything it can to bring the COVID infection rate down further with an aim of getting in to Tier 1 as soon as possible.
Mr Flinton says the restrictions on the hospitality sector are another reason why the county needs to get to Tier 1.
The country's chief medical officer Professor Chris Whitty says moving to Tier 1 is possible but musn't be rushed
Richard Fliton is clear that coming out of lockdown and moving to Tier 2 is not a signal to ease off the fight against COVID, he says the number of cases in the county is still higher than during the first wave and deaths are continuing.
