The public should not see any difference in the service they receive from local councils when the new North Yorkshire authority takes over in April next Year.
That's the call from a number of existing councillors as the plans for the transition are stepped up.
Scarborough Borough Council and North Yorkshire County Council will cease to exist when the change happens.
County Councillor Gareth Dadd says while there are a lot of technical changes behind the scenes, the public should be unaffected.
