Missed Bins Concerns as Scarborough and Whitby Prepare For Changes

North Yorkshire Council has admitted thousands more missed bin collections in one part of the region are due to recent changes.

In Quarter 1 of 2025 (April onwards), there were 6,863 (0.32%) missed bins, an increase compared to both the previous quarter figure of 3,665 (0.19%) and Q1 2024/25 figure of 4,622 (0.21%). In Q1 issues in Harrogate resulted in a higher number of missed bins in that locality. This relates to new collection rounds introduced in April across the locality. However, these changes have not delivered the level of performance the Council had anticipated and so further adjustments are planned for September 2025 to improve service delivery.

They added in a recent report:

'We fully acknowledge that current performance does not meet the standards our residents rightly expect and we are committed to addressing this through the upcoming changes. Given the scale of the changes across the county in respect of bin collection, some challenges were to be expected and the teams are addressing these performance issues as part of the project. During this period, the service has also been managing challenges related to fleet availability, and work is ongoing with colleagues to resolve these issues.'

Excluding Harrogate, the number of missed bins across the County has decreased by 19%. The authority says efforts continue to standardise performance across all areas, and the Harrogate team, alongside wider Service management, remain focused on achieving consistent and reliable service for all residents.

Scarborough and Whitby are due to get new bins (red for plastics, glass and metal and blue for paper/cardboard) in the future, but will first move to a four-day working week for refuse collectors in September.

Cllr Richard Foster is North Yorkshire Council's Executive Member for Managing our Environment:

 "We've missed certain streets have not been on collections and the reporting and stuff, so you are correct. I think lessons have massively been learned through this process as to how we do that moving out in future. We're on the four day week in Scarborough from September, so that is our next big piece of work.

"But then we're gonna take a bit of a rest on new schemes and just make sure that everything is in place and people are getting a regular bin collection that they're expecting and that we don't have. Members get in quite often irate residents going, my bin has not been emptied now for a long time and so I think we've lessons to learn and a lot of lessons have already been learned on this."

The authority's Corporate Director for Environment is Karl Battersby:

 "We chose Harrogate as the first area specifically. Because we knew that would be our area of biggest challenge in terms of the nature of the place and the issues with the services.

"We are intending to go back and do some further tweaks and changes probably in October this year to deal with some of those more local issues. Worse, I think just set it in context as well, some of the other changes we've done to the waste service. We've, not only have we, we harmonized the working week or will have done, we've done Scarborough in September, we also removed some working practices as well from this year. So to do that across one of the largest councils in the country in a very short order, I think is to be recognised."
