Major Works for Robin Hood's Bay Seawall

The Seawall at Robin Hood's Bay is set to get nearly one point five million pounds of vital repairs.

The borough council's cabinet has approved appointing a contractor to the works which will see 30 percent of the wall's panels repaired.

Head of Projects - Chris Bourne - says it's a big development.

Experts have said the current lifetime of the sea defence is just 10 years unless repairs can be undertaken, they say:

"There is significant corrosion, cracking, and spalling of the concrete, which in the short term poses a significant health and safety risk to
users of the beach below from concrete falling from the wall surface.

Given the age and exposure of the wall, the concrete exhibits very high chloride content therefore corrosion will continue.

Spalling also risks exposing the underlying mass concrete, which is assumed to be the main structural element. Damage to this or the rock anchors could risk structural failure of the wall and erosion of the underlying cliff face.

In total the seawall currently has 771 known defects"

Between 1780 and 1974 (prior to when the new seawall was built) over 200 properties were lost to the sea which threatened the survival of the village. A total of 40 properties are currently at risk within the next 50 years should the seawall fail. The Robin Hoods Bay Seawall Capital Maintenance Scheme is a project aimed to better protect 186 properties from coastal erosion over the next 100 years.

Chris Bourne says 30 percent of the wall will be repaired in the first instance.

The complexity of the project has made it difficult to find a contractor to carry out the works.

The Borough Council's Cabinet Member for the Environment, Councillor Michelle Donohue-Moncrieffe, says extra funding was allocated to the project as part of the drive to find a suitable company.

The initial phase of the works is worth £1.497m and is expected to begin inn the spring.

The project has been split into five phases with the aim of increasing the service life of the current coastal defence asset for an additional 50 years before a major new multimillion pound seawall is needed to be constructed. This results in phased interventions every 10 years.

Approval of the Robin Hoods Bay Seawall Capital Maintenance Scheme business case was given by the Environment Agency on the 4th of December 2017. Between September 2019 and March 2021 the project was competitively tendered three times through framework and open tenders. On each occasion no prices were returned within budget.

In January 2022 the budget was increased by £850k and approval was given to enter into post tender negotiations with the two previous compliant tenderers to agree a contract price to undertake the works but these negotiations also failed to secure a contractor. The Environment Agency then suggested procuring the works through their own Marine & Coastal framework, which led to an in-budget tender being received from BAM Nuttall.

Following the cabinet's approval the council say they that works will aim to start in May 2023 and be completed in November 2023. Working window opportunities are dependent on tide times. Bank holiday working will be avoided to reduce disruption where possible.
