Blue Badge users are said to be facing problems parking at Scarborough and Bridlington Hospitals.
A new parking system was bought in earlier this year using number plate recognition cameras to manage car park access.
Scarborough Councillor Rich Maw says the new system is not working for Blue Badge Holders who have to register their vehicle on arrival.
Councillor Maw says that some blue badge holders are being issued fines despite them displaying their badge correctly, because of a failure to register their vehicle details on site.
Scarborough Hospital bosses have issued reassurances that Blue Badge holders wont be fined for using the hospital car park.
The Chair of North Yorkshire Councils' Scrutiny of Health Committee - Councillor Andrew Lee - says he has spoken with the NHS trust.
