The East Riding of Yorkshire Council is to use £4.7m of it's reserves to half this year's projected budget deficit.
The council was facing a projected shortfall of £9.4m in it's 2023/24 financial year.
Director of Finance - Julian Neilson - says councils across the country are experiencing financial pressures.
The Council's Executive has authorised the use of the money and introduced further cost control measures including tighter control of recruitment.
Councillor Nigel Wilkinson, is the portfolio holder for finance, he says the numbers need to be kept in perspective.
Director of Finance - Julian Neilson - says a number of measures have been put in place to help tackle the projected overspend.
Mr Neilson says the new cost control measures will include restrictions on recruitment.
Councillor Nigel Wilkinson, portfolio holder for finance added:
“Most councils across the country are in the same position, in that demands in adult social care and children’s services are greater than the funding provided by Government for these services.
“In taking steps now, we are being careful and planning ahead to ensure that the budget is managed and can be balanced at the end of this financial year.
“I want to reassure residents that the council will continue to provide the 600 plus services, and that people across the East Riding will not see any changes to service delivery.”
