North Yorkshire County Council is bringing forward pay rises for staff as it tries to stabilise it's workforce.
The council has vacancies in a number of areas, Deputy Leader - Councillor Gareth Dadd - says the move is designed to help staff cope with the rising cost of living.
The council says staff will see the pay increase in their September pay packets.
Much of the contingency money set aside by North Yorkshire County Council to deal with unexpected costs this year has already been used up.
The Council's Executive have been told that rising costs have eaten in to the cash.
The Council’s Corporate Director for Resources - Gary Fielding - says pay is one of the area where the safety buffers have been used up.
