Scarborough Athletic will have to travel to Oxford on Tuesday night and win to reach the FA Cup First Round proper for the first time in their history.
The Seadogs were 2-1 up before the National League side- one level above Boro- levelled nine minutes into injury time.
Frank Mulhern put Jono Greening's men ahead inside four minutes.
There was then pandemonium at the Flamingo Land Stadium as Dom Tear doubled the hosts' advantage, eight minutes into the second half.
However City- newly promoted to the National League- reduced the arrears, within three minutes then broke Scarborough hearts with a last-gasp leveller.
