Scarborough Borough Council is making financial provision in case it doesn't win a court ruling about the use of money from Whitby Harbour.
The case is expected to heard later in the summer, it revolves around whether or not income from land around the harbour needs to be ring-fenced for harbour use, or can be used as part of general council funds.
Borough Council Director - Nick Edwards - says the authority has set money aside in case it's needed.
The uncertainty around how money from Whitby Harbour can be used has been identified as one of Scarborough Borough Council's top three risks.
Nick Edwards says as part of the council's risk planning process the authority has had to look at the impact of potentially losing the case, along with the likelihood of that happening.
