New Chair for Scarborough TEC and East Riding College

Malcolm Cowgill, Ann Hardy and Ally Brooks

The TEC Partnership have announced the appointment of Malcolm Cowgill as its new Chair of the Corporation, succeeding the outgoing Interim Chair, Ally Brooks.

The appointment comes as the partnership celebrates a year of significant progress and investment across its campuses and programmes.

Malcolm joined the board on 12th August and, following a handover period, officially took up the role of Chair on 1st September 2025. He brings over 34 years of experience in the Further Education (FE) sector, including 22 years as a Principal and Chief Executive. Known for his passion for education and its economic impact, Malcolm has a reputation for delivering positive outcomes in challenging environments.

Ann Hardy, CEO of the TEC Partnership, said:

"We are delighted to welcome Malcolm Cowgill to the board. His impressive experience and reputation in the sector make him the ideal person to lead us into our next chapter. We are confident that his commitment to changing lives through excellent education will help us continue our ambitious plans for the future."

The announcement coincides with a celebratory review of the past year under the leadership of Interim Chair Ally Brooks, who is returning to Hull College as their Vice Chair.

Ann Hardy further commented:

"We would like to thank Ally Brooks for his unwavering commitment and exceptional leadership this year. His guidance has been invaluable, strengthening our governance practices and fostering a culture of stronger collaboration and engagement.

“Ally has provided strong, clear direction and guidance, and his ability to inspire colleagues and encourage stronger collaboration and engagement has elevated the impact of our corporation as we continually aim for excellence.

“Governance practice has been further strengthened by bringing forward governor engagement to an earlier stage in strategy development and greater engagement through visits and deep dive activities, and Ally’s approach and management style have encouraged teamworking and respect.”

The TEC Partnership says that highlights from the past year have included:

  • Estate and Resource Improvements: The Partnership is set to open a new campus in Skegness, a new campus in Hull, and a state-of-the-art animal care centre in Grimsby this September. The organisation has also agreed a multimillion-pound programme to upgrade existing campuses and confirmed significant investment for an ambitious digital transformation strategy.
  • Student Experience: The TEC Partnership achieved TEF Gold for student feedback, a testament to its teaching and support teams. Students have enjoyed a wide range of new courses, trips, and successes in national and international competitions.
  • Employer Collaboration: A new employer partnership programme was launched, leading to strong collaborations and exciting new sponsorships. The partnership will also roll out new branding over the summer.
  • Community and Charity: The partnership has hosted numerous community events, and its staff and students have participated in various charitable activities, including DIY SOS and sponsored fundraisers.

The TEC Partnership says it looks forward to building on this success under the new leadership of Malcolm Cowgill.
