Whitby Town council is to write to North Yorkshire council dismissing community gritting partnerships as a "dereliction of duty" and "a failure to provide services to the people of Whitby".
The community partnerships scheme offers parish and town councils and other community organisations the chance to provide a higher level of winter maintenance in their area by identify volunteers who will be willing to take part in clearing snow and gritting roads and footways.
Whitby Town Councillor - John Nock - says that the move by North Yorkshire Council is unacceptable.
Community partnerships that join the scheme will have to pay for equipment and salt/grit, which is purchased at a cost of £100 per tonne.
