A £30 million council plan to build care hubs in Scarborough and Harrogate is progressing and plans for a 60-bed facility on the North Yorkshire coast have been submitted for approval.
The three-storey hub at Pelton Wheel Lane in Eastfield would offer short-term care for 20 residents, intermediate care for 25 residents, and dementia care for 15 residents.
The development will make a significant contribution to the provision of specialist accommodation and health and social care infrastructure across the county, North Yorkshire Council (NYC) said.
If approved, the various types of accommodation would provide an important step between hospital care and independent living and would support individuals who are not ready to return home but do not require acute hospital treatment.
The facility would also offer external spaces for exercise, wellbeing, informal recreation, gardening and group activities, as well as resident and staff car parking and cycle parking spaces.
Several local bus services operate within a “comfortable walking distance of the proposed development”, with bus stops located around 200 metres from the site, and Seamer Railway Station a 10‑minute walk away.
‘Significant shortfall in capacity’
North Yorkshire Council, which is behind the scheme, faces growing pressure on its health and adult services budget driven by rising care costs, growing demand for specialist accommodation-based provision, and ongoing challenges relating to the quality, capacity, and long-term sustainability of existing care accommodation.
A funding review in 2023 identified a significant shortfall in intermediate care capacity across the county.
The authority noted that current provision is unable to fully meet existing demand or anticipated future needs, resulting in increased reliance on higher-cost placements within the independent sector to deliver specialist and intermediate care services.
In response, NYC said it is delivering a programme to replace outdated elderly persons’ homes with modern, fit-for-purpose care and support hubs that are “designed to provide high-quality, flexible, and integrated models of care within a purpose-built environment”.
‘Carefully designed environment’
The highly energy-efficient building is designed to incorporate sustainability measures such as solar photovoltaic panels and modern low-energy building systems to reduce environmental impacts and operational energy consumption, according to plans.
The purpose-built facility will also provide a mix of short-stay, intermediate care, and dementia care accommodation.
The dementia care accommodation is intended for longer-term and permanent residents requiring specialist support within a secure and carefully managed environment.
The design of the dementia care areas aims to prioritise familiarity, ease of movement, supervision, and access to safe communal and external spaces in order to support resident wellbeing and quality of life.
Meanwhile, the short stay and intermediate care accommodation is intended for temporary occupancy associated with recovery, rehabilitation, or transitional support.
Residents within the short stay accommodation would typically remain within the facility for periods ranging from several days to a few weeks, while intermediate care residents may stay for several weeks depending on individual recovery and care requirements.
The local planning authority has not set a date for deciding on the plans.
