The creation of new town councils for Scarborough and Harrogate has cost over £91k so far.
They are the only areas of North Yorkshire not to have a parish level council following May's local government reorganisation.
Two public consultations on the proposals have been carried out.
A decision last week by North Yorkshire Councillors means a third consultation might now be needed to change the number of town council wards in Scarborough from 5 to 15.
Councillor David Chance was asked about the costs so far.
The money has been spent on two public consultations about the plans, with a third consultation now likely after councillors backed a proposal to have single councillor wards.
The two previous consultations had proposed that there would be five wards in the town each with three councillors, the wards would have been almost identical to the old borough council wards used until May this year.
In Harrogate it had been proposed to create 10 wards each with two councillors with the wards matching the North Yorkshire council divisions.
But at a full council meeting last week councillors backed an amendment to the plans which would mean all wards would have just one councillor. This would mean creating 15 wards in Scarborough, while in Harrogate the 19 old borough council wards would be used.
Councillors ultimately voted by 49 to 32 to back these plans with another public consultation now legally required. It means the new town council is not likely to be formed before 2025 — a year later than originally planned.
During the debate, councillors raised concerns about the cost of holding another consultation.
Councillor David Chance is North Yorkshire's Executive Member for Corporate Services, he says a third consultation would incur further costs.
