Scarborough Hospital Redevelopment Might Need Another £3m

The York and Scarborough NHS Trust might need to find another three million pounds for the Scarborough Hospital redevelopment.

The £47m project to build a new urgent and emergency care centre is already underway, with the funding secured from central government before work began last April.

Since then inflation has pushed up the costs, Finance Director - Andrew Bertram - says there is now a shortfall, and the government funding doesn't automatically increase.

An update on the progress of the scheme to build the new urgent and emergency care centre at Scarborough Hospital was given at a meeting of the York and Scarborough Teaching Hospitals NHS Foundation Trust on Wednesday, February 22.

The £47m project, the largest capital scheme ever undertaken by the Trust, is on track to be completed by spring next year.

Attendances at Scarborough Emergency Department have increased at a rate of around five percent year-on-year for more than a decade and the new build will provide much needed extra space. It will also mean patients from minor to complex needs can be looked after in the unit by one team of healthcare professionals working together who will see more patients as quickly and safely as possible. The centre will have its own dedicated diagnostic zone providing CT scans, general X-ray and ultrasound.

The project includes a two-storey new build combining and expanding the current emergency department, same day emergency care and the acute medical unit. As well as improving outcomes for the frail elderly, it will also ensure some of the most critically ill patients in the hospital are cared for in one integrated clinical ward environment rather than being moved to other wards.

The second floor will house critical care services and will increase bed capacity which will help relieve the pressure on beds elsewhere in the Trust.

The scheme also includes work to address essential site-wide engineering infrastructure which will see huge improvements to the electrical system, ventilation and drainage.

Speaking at the trust board meeting, Chief Exec - Simon Morritt - says the high rate of inflation has lead to financial pressure but says the important thing is to ensure key elements of the project are not scaled back.

Members of the Trust’s board were told that the current focus of the works in Scarborough is to complete the floor slab, stair and lift cores and the structure of the building.

The report states:

“In the next couple of months there will be considerable work ongoing to complete the external envelope of the building which will allow the internal work to fit-out the building to commence in earnest.

“A lot of work is taking place regarding the scheduling of new equipment that needs to be procured in addition to identifying existing equipment that can be transferred to the new facilities.”

According to a report presented at the meeting, new models of care are being developed for sites at Scarborough Hospital as well as York Hospital, where an extension of the emergency department is ongoing.

To support this, the Trust has been working with colleagues in the Army Medical Services Training Centre to plan “a live exercise to test and validate the proposed models”.

The exercises are set to replicate the layout of the new floor plans in the training facility and staff will be faced with several scenarios using “casualty actors” to provide realistic challenges for the staff.

The York team will undertake their training exercise in early March, with Scarborough to follow later in the year, the report states.
