Plans to build 158 houses in Hornsea have been rejected by East Riding Councillors.
The application for the homes on Rolston Road had been recommended for approval once a number of conditions were met, but the councils planning committee voted to refuse the plan.
Hornsea Councillor John Whittle said the scheme was too big for the town and didn't offer any affordable housing.
The houses been in the pipeline for two years.
Hornsea Town Council had backed refusal of the scheme stating:
"Overdevelopment, lack of infrastructure, neutrality, lack of pavements on the development, not enough affordable housing, or bungalows.
The effect of water runoff into the mere not being addressed as this is a special protection area.
If planning was granted there needs to be disability equipment in the playground.
The Town Council feels strongly about this application and asks that, if the officer is recommending a different decision, it be referred to the ERYC planning committee for determination."
Councillor Whittle says the plans were not right for the town.
Councillors raised concerns about a lack of parking for the properties and the effect that might have on surrounding roads, there were also concerns about the appearance of the properties.
Councillors voted 9-4 to refuse planning permission for the scheme.
